BİLCE Management Consultancy was established in 2005 by Cem MÜFTÜOĞLU to reflect the acquired sectorial values to the areas of ISO 9001/Quality, ISO 14001/Environment, OHAS 18001/Occupational Health & Safety and AS 9100/Aviation-Space-Defence Management Systems fields.

Cem MÜFTÜOĞLU is a Chemical Engineer graduated from Middle East Technical University in 1984 expertized in the area, covering all aspects from the generation of initiative idea to mass production, by the duties carried-out.

Responsibilities carried out since 1984 up to present date in the fields of refinery, glass and defence industry involving local and foreign company interactions have brought a competent experience in evaluating and handling management of human resources, cost, time, quality, risk, procurement, installation, commissioning, production/manufacturing, contracting, economical analysis/feasibility and business development issues in an integrated manner.

Acquired values by implementing various programmes, including design & development projects, from feasibility study phase to mass production especially under defence industry requirements have been supported by the competency developing trainings of communication enhancement, advanced management studies (intensive MBA), system engineering, feasibility expertise and management systems (ISO 9001, ISO 14001, OHSAS18001, AS 9100) lead auditor.

Consultancy, training and auditing services initiated for ISO 9001, ISO 14001, OHSAS 18001 management systems at 2005 have been focused on AS 9100 management system since 2009 second half with the principle of decently assisting clients in a sound, reliable and candid manner.
